All parties should understand the Programme TOC and the action during adaptive process. Reviewrs and Mid-term evaluators should understand the interest of implementation and programme managers rather than focusing only on the donor's interest.
Donors, reviewers, implementers and partners should agree what must be documented and repoerted from what might be documented and reported.
Local institutions should be included in the evaluation and review teams to get local perspective on the process and results.
