Policy forum having a goal to ensure they influence policies that will result to democratizion. It was innevitable to provide a space for a discussion around constitution process.

This June, Policy Forum provided a breakfast debate platform to Jukwaa La Katiba on a discussion around the constitution, the presentation was made by Deus Kibamba a board member of Jukwaa la Katiba on a topic Tanzania's 6th Phase Government: Is this the Right Time to Revive a Discussion About the Constitution?.

The presentation highlighted on the history of Constitution, that up to now we have five constitutions the current one is called the Permanent Constitution "KATIBA YA KUDUMU" of the URT. Mr. Kibamba commends the constitution process will only start, if the president of the United Republic of Tanzania will activate the proces and bring it to life. But he was challenge by Rosemary Mwakitwange from Vuguvugu La Katiba, that by the virtual defition of the constitution, it can never be a mandate of the President and by doing so we will be oppossing the constitution itself.

The vibrant discussion rose many questions like, who has the power to revive th discussion and the constitution process? and what happened to the Former Constitution process which used alot of citizens money, yet it failed?

Rosemary highlited on the challenges encountering the activation of the constitution process, there is a confusion among the roles of key players on who is playing which role, but even CSOs who are supposed to voice for the people, are not interested in constitution matters rather on health matters. She argued, "we  should come up with better designing and plan on how to operationalize the movement".

As the discussion was approaching to an end the presenters requested people to read and understand well the constitutions. If the constitution process will activate, there is a need for additional provisons  of Costistutional safe guards and dispute settlements, to avoid interference that will affect the process.

"The demand for new constitution has now increased from the year 2010, because Zanzibar has made some ammendments on it's constitution of which there some articles that demand some changes from our consistitution as they are part of the United Republic of Tanzania".
